FAIRMONT, W.Va (WDTV) - 46% over capacity, that’s the status of North Central Regional Jail’s inmate numbers according to lawmakers. In a meeting of the West Virginia Legislature’s Oversight Committee on corrections and public safety, officials released statistics that included the amount of inmates (825) which is 261 over its capacity.
